from what i've read about the hmmwv (i had to google that) and other milsurp vehicles, is that they aren't DOT compliant (mainly glass, tires, airbags). the steel dashes and the lack of airbags may pass on the older ones since older vehicles are exempt from some regulations, but insuring them is a hassle.
apparently, there were two cases with demilled land rovers involving traffic collisions. one person was found to be automatically at fault for not having a DOT compliant vehicle and the other had his insurance weasel out of paying for damages because the vehicle wasn't DOT compliant which the insured's contract stipulated. am general is even sending out letters to dmvs saying that a bill of sale can be converted to a title, but registration is not only not guaranteed but should be actively discouraged/denied.
