Unfortunately, the Whitehouse webmail only takes 2500 words. I did not keep, nor did it send me a reply, of the edited version.

It was based on the fact that I am a law abiding veteran, who after living in MD, applied for a CCW, and was denied. I received the requisite "death threat", required as a "good and substantial reason", however, the responding officer never filed it, taken away to go and arrest the perp that threatened me, for beating down the girl in an alley several blocks away, that I had just stopped him from choking her to death in the alley next to our home.

Since then, we moved to PA. I'm still the same guy, yet 20 minutes and $20 later, I walk out of the Lancaster County Courthouse, permit in hand! Three years later and I have had no incidents.

The issue I have, is I'm 20 miles from MD, and work in DE. I carry in DE on FL reciprocity, another permit I have, yet MD won't issue an out of State, and it just makes it a PIA getting there, having to go around MD, or break it all down for the trip. It's lunacy at best.

This is all great structure for a letter!  Real life experience that shows the elected official the idiocy of the existing laws. 
Like you, I have Utah license to allow me to be lawful in DE. I often fear accidental travel into Maryland or New Jersey. No other RIGHT stops at a state line.

Actually, the Whitehouse has little to do with constitutional carry.  Whether a permit is required to carry is a State issue.  

US Constitution prohibits congress from infringing, not States.  

States are not prohibited from regulating. Some do.  Some don't.
