Clinton County LTCF Info/Links
Well I don't claim to be an expert on the process here in Clinton County because I received my LTCF in Lycoming County but I will give it a shot. I will try to provide the most accurate information I can find on the subject so if there is anything to add please comment below.

Just like other counties, a license to carry firearms is issued by the county sheriffs office.
Our sheriffs office can be found at:

Just renewed my LTCF this afternoon. I updated the information in the original post to reflect the processing time which was pretty much instant and the renewal fee was $20 not 30. I'm not sure what the new LTCF fee was, forgot to ask.

I'd also like to add that they had metal detectors at the entrance due to the building having a court facility there and I had no issues checking my firearm with the guard inside the doors. Gave me a sheet to fill out with make/model/serial number, he let me unload my pistol and hand it to him and it was secured in a lock box while I was there. Before walking out I handed him the slip, loaded my firearm and walked out. Seemed to be pretty standard there and wasn't hassled at all.

My new LTCF says "self defense" under "reason for carry" and I checked all boxes except "for employment" and also added "all lawful purposes" in the "other" section.

LTCF is a photo ID style.
