I never caught that before, I was always looking at the table, not the text at the top. That has to be a misprint from the website where I got the table.

the direct sunlight will harm the barrels more then freezing. if the water is nessery i would get one of the pipe heaters an wrap each barrel with that and insulation. if you only use it for watering the garden dump. i dump mine and set them up in the spring. one good rain and i can fill 4 barrels from the barn roof.

also if you are watering a garden. set up to collect the water from the washing machine,shower and the kitchen sink.

I took that to mean that you add 3¼ cups of bleach to to one gallon of water THEN USE THAT as the additive, in the proportions in the table.
1½ teaspoons of that mixture added to 10 gallons of water would be very little, probably just a few drops per gallon. It's done that way to assist accurate measurement without resorting to an eye dropper and judgment. One gallon of that mixture would treat more than 6,650 gallons of water.

6,600 gallons of water treated with 3¼ cups of bleach sounds pretty good to me.

Ahh, Ok. But, the problem is the bleach has a limited shelf life. So mixing up that amount, unless you use it within a year, it's going to go to waste.

You could scale the recipe or share the batch with family and friends.
For as inexpensive as it is you could use it in a spray bottle for cleaning where you would ordinarily just use water or just dump what you don't use.
