Legislation introduced Tuesday would give about 400,000 undocumented immigrants in California the same rights as citizens to unemployment benefits and various other government services.

Assembly Bill 35 targets a select group of undocumented immigrants, participants in President Barack Obama's Deferred Action for Childhood Arrivals program, who came to the United States as youths and have lived generally productive lives for numerous years.

Gov. Jerry Brown signed legislation, effective Jan. 1, that enables participants in the federal program to obtain California driver's licenses.

AB 35 would provide them with rights to a state ID card, unemployment benefits and state-administered medical services.

AB 35 was proposed by Assemblyman Roger Hernández, a West Covina Democrat who was named chairman of the Assembly Labor and Employment Committee this month.

"California embodies the greatest diversity in the world," Hernández said in a written statement.

"We recognize we will need the collective skills and talents of these young immigrants to aid out state in reaching our true potential."

As labor committee chairman, Hernández said, "I am ready to carry my part in making sure their integration into our workforce, economy and society becomes a reality."

You pay into unemployment, in case you need it.

If all your income is unreported, not only do you not pay into it, but you can say you are not working, and get it on top of your "wages".

Isn't that state bankrupt yet?

people don't hardly pay enough into unemployment to offset the amount that they'll take out if they lose their job. don't unemployment benefits last up to 3 years now? I though I also read that Obama is talking about extending that limit even further.

and yep, California is definitely bankrupt...

Between Mitt "Lower Rate" Romney and the Juan "No Rate" Valdez it looks like I need to burying my money in the back yard to keep them from finding it.

It's insurance, which means all who put into the pot ensure that those who need it are able to collect. Just like if your house burns to the ground, that 1k you pay per year you pay into your policy will have to cover a 200k rebuild of your home, despite you NEVER being able to put 200k into your insurance plan, because you'll never live that long.

The problem with unemployment is that it's turned to a handout, and instead of the 3 to 6 month buffer its meant to give you while finding a job, its now another way to live free from the government.

Given that most bank savings rates are less than 0.5% you might just as well. Or use it to stuff your matress at least then it will do some good.
