Congressmen Demand DHS Explain 1.6B Bullets Purchase

I'll be interested to hear how they justify this. Keep in mind that many of these bullets are hollow points. The Hague Convention of 1899, Declaration III, prohibits the use in international warfare of bullets that easily expand or flatten in the body, so who were these meant to be used against?

Congressman Leonard Lance (R-NJ) has come out and demanded that Homeland Security Secretary Janet Napolitano explain why the Department of Homeland Security has been engaging in huge amounts of purchases of ammunition over the past year. Rep. Lance has called on Congress to get involved in ascertaining DHS’ stockpiling of ammunition which is enough to wage a 20 year plus war, which has most certainly caused a shortage in the public market.

Maybe someone with a better memory than me can help me out. I started looking after I seen this post but got called away, I remember (I think someone from DHS) in front of a federal investigative committee stating to the committee, " I don't answer to you, Me being here is strictly a courtesy"

Anyone remember what dept? DHS or ATF

Meaning this is nothing more than political gran-standing.
With the Second Amendment saying what it says, Why isn't the Federal Government Suing NY

IIRC, that was the head of the TSA, John Pistole.
