Cutting down a barrel

And for what it's worth, If I were to cut one down I would want to leave at least ¼" extra just to cover my ass, some prefer ½" and I don't blame them at all.

That's the official definition.
Shotgun; minimum barrel length 18", minimum overall length 26".
Rifle; minimum barrel length 16", minimum overall length 26".
If either dimension on either item is less than stated you need a properly acquited tax stamp to be legal.

Just to clarify, you posted the PA state law which defines firearms, NOT the federal law which defines SBR's and SBS's. They happen to be the exact same measurements, so for our purposes it is the same. But I just wanted to point that out so no one is confused.
