Glock 25 and 28 (.380 auto) LEO only?

Just looking at the Glock website and noticed that they have these guns listed as LEO only and I thought it odd. Anyone know why these two particular guns are LEO only?

In order for firearms to be imported into the US, they need to score at least 75 points on ATF form 5330.5. The .380 caliber glock models did not meet the minimum 75 points requirement.

I just read those requirements and I'm surprized ANY modern semi-auto handgun passes. Under the prerequistes "Must have a manually operated safety device and the combined height and length must not be less then 10 inches, height not less then 4" and length not less then 6".

Using the "standards" my G23 shouldn't be in my hands, it scores a 64!

Major foreign gunmakers resolve this by adding manufacturing facilities here in the US. This is how Walther GMBH resumed PPK sales after 1968 (details).

In the case of Glock, nearly all of their production is offshore, only recently have they been offering models entirely made & finished in the US (details).
Subject matter expert on questions no one's asking.

Glock sells models with manual safeties overseas too, i am told. Lots of stuff we Yanks can't get.

Adjustable target sights, magazine safety, and manual safety is enough for most pistols to pass. If Glock put a manual safety on their .380, it would probably pass the ATF point test.
