This sounds absurd. To capture location and direction will likely require GPS. Also, since this is a PA bill, is Detroit now expected to manufacture an entire class of autos just for PA, like California? Or will PA be installing its own?

The way it reads to me is all new car manufacturers need to disclose whether or not the car has a data recorder in the owners manual, and what it collects, not that all cars need to have one.

From a first read, I think it looks good - could be better, but ...

It effectively requires a court order or NTSB investigation to force a download of data and then it is not sufficient evidence for an adjudication.

I didn't read it because I've been hearing discussion on this idea for a bit, they want cars to have "black boxes" similar to airplanes in case of wrecks.

But I thought airplane "black boxes" also had voice recorders to find out what was going on in the cockpit before the crash. So I assumed the car "black boxes" would have that too. I would hope not though.
