(LEGAL) Pyrotechnics Forum Section?

I know what everyone is thinking, OH NOEZ!

A topic that seems so taboo that few people talk about it let alone research it or dispel common myths and fears. Let's make a section to talk about laws for pyrotechnics on the federal level along with state and local laws. Make it a place for amateur rocket builders to talk about designs, fuels and success stories. A place for people with the appropriate permits to discuss public and private fireworks displays. A resource for those who are interested in binary targets such as tannerite.

I know, this will probably never happen. People are scared of this kind of stuff but with no logical reason. We are responsible people for the simple fact that we are already responsible gun owners, what is the difference? Sure, illegal talk and activity will not be tolerated, as such it's not permitted elsewhere here so there is no difference when talking about pyrotechnics.

I just wish I was legally able to make homemade C4. Have any leads on that? Or even a molotov cocktail, that would be fun.

Not sure about state and local laws where you live but it is legal to make plastic explosive for personal use without a FEL as long as you are not making it for sale or distribution, follow all storage laws if not used right away once prepared, you use the appropriate identifying compounds and do not transport them or ship them. As far as incendiary devices go the only difference is with the requirement for the identifying compound not needed but still falls under the same regulations mentioned above.

Granted I am not a lawyer but would be happy to provide sources for my conclusion.

Sources that should be included in the section I proposed in the OP.

Anything that I'd want to make would be considered a destructive device, and require a $200 tax. I'd actually consider paying that, except that in PA they are prohibited offensive weapons:

Quote:© Definitions.--As used in this section, the following
words and phrases shall have the meanings given to them in this
subsection:
"Firearm." Any weapon which is designed to or may readily be
converted to expel any projectile by the action of an explosive
or the frame or receiver of any such weapon.
"Offensive weapons." Any bomb, grenade, machine gun, sawed-
off shotgun with a barrel less than 18 inches, firearm specially
made or specially adapted for concealment or silent discharge,
any blackjack, sandbag, metal knuckles, dagger, knife, razor or
cutting instrument, the blade of which is exposed in an
automatic way by switch, push-button, spring mechanism, or
otherwise, any stun gun, stun baton, taser or other electronic
or electric weapon or other implement for the infliction of
serious bodily injury which serves no common lawful purpose.

Prohibited offensive weapons is another thing that needs discussed. The wording is vague and has been tested by case laws to determine the meaning of "for the infliction of serious bodily injury which serves no common lawful purpose."

I can provide a link for the appropriate case law if your google-fu is not strong.

As far as destructive devices go, the NFA of '34 needs to be discussed in regards to wording and this subject.

"The term destructive device shall not include any device which is neither designed nor redesigned for use as a weapon; any device, although originally designed for use as a weapon, which is redesigned for use as a signaling, pyrotechnic, line throwing, safety or similar device; surplus ordnance sold, loaned or given by the Secretary of the Army, pursuant to the provisions of section 4684(2), 4685, or 4686 of Title 10 of the United States Code; or any other device the Secretary finds is not likely to be used as a weapon, or is an antique or is a rifle which the owner intends to use solely for sporting[1]"

Just put those under "Gear/Equipment" I don't think we need an entire section devoted to it.

Personally I don't think that quite falls under gear and equipment. When you start breaking it down there are discussions that will be had about laws, permits and news, projects relating to fireworks and model rocketry and archives for information that are quite specific and not related to gear and equipment.

Other sub forum somewhere?

cool ill have to see if i can find my old notebooks. we used to blow shit up all the time. theres some great engine kits you can use to make solid fuel rockets.
