LTCF | Allegheny County | How to
So, you want to get an LTCF (License to Carry Firearms) in Allegheny County.

First, make sure you meet the requirements of getting an LTCF.

Make sure you pay off any outstanding debt owed to the county or city. Sheriff Mullins has denied people for being on a payment plan for tickets. All accounts with the city and county must be paid in full. This is supposed to be unlawful, but it's the way it's done here.

First, get your information ready. You are able to scan and email or copy and mail all of this in. It is important that you have something from each category (primary & secondary). If you have a voter's registration card, it must be one that came in the mail, not the temporary one. You cannot use your DNR Public Shooting Range permit as a secondary. I tried. It didn't work.

Next, fill out the first page of the form.

Take this yellow postcard, $20 in a cash, check or money order, and your ID to the Allegheny County Courthouse in Downtown Pittsburgh.

I usually park at the underground lot under Mellon Sq. Park (blue circle). From there, it's a short 3 block walk to the court house (highlighted in yellow). If you have a firearm on your person, or any person with you has one, you should check it at the City County building next door. The courthouse does not have lockers on the premises, but as required by law, has them at the adjacent City County building. When you go over, just tell the guards at the metal detector that you want to check a firearm. They may ask to see that person's LTCF. Now that you're firearm free, enter the courthouse courtyard on one of the side street entrances (marked by black x's) and proceed to the Firearms Office, where you will verify your application, take a photo, pay, and walk out with your shiny new LTCF.
