Apparently 20 people have been cited for being in the park during the shutdown.

Good. Closed means "Closed." What's so hard to understand? I used to work in an urban National Historical Park, and people were smart enough to keep their butts outside when the sign was posted that we were closed.

What's the alternative? For it to get around "Oh, well, it's closed at a given time, but nobody will do anything about it so go right in and do your thing" among various hazards and historical artifacts?

Seems like a $100 fine for trespassing is pretty lenient.

Couldn't the same rangers just open and close the park?Dodgy

Admit nothing.  Deny everything. Demand proof.
If we lie to the government, it's a crime. If the government lies to the people, it's called politics.

If I lived closer I'd take up running...and invite all runners to join in.

Just like closing open-air memorials which are open 24x7 but not always staffed 24x7... they have deployed more rangers to make sure people don't enter than would normally be on duty anyway.

Our tax dollars at work.

In the case of Valley Forge, I can see shutting down the buildings, but the walkways? To me that's ludicrous.
