Millions Improperly Claimed U.S. Phone Subsidies

The U.S. government spent about $2.2 billion last year to provide phones to low-income Americans, but a Wall Street Journal review of the program shows that a large number of those who received the phones haven't proved they are eligible to receive them.

The Lifeline program—begun in 1984 to ensure that poor people aren't cut off from jobs, families and emergency services—is funded by charges that appear on the monthly bills of every landline and wireless-phone customer. Payouts under the program have shot up from $819 million in 2008, as more wireless carriers have persuaded regulators to let them offer the service.

Suspecting that many of the new subscribers were ineligible, the Federal Communications Commission tightened the rules last year and required carriers to verify that existing subscribers were eligible. The agency estimated 15% of users would be weeded out, but far more were dropped.

A review of five top recipients of Lifeline support conducted by the FCC for the Journal showed that 41% of their more than six million subscribers either couldn't demonstrate their eligibility or didn't respond to requests for certification.

Right after those that don't qualify volunteer information showing they don't qualify. Then the information will go to a pencil pusher, who will review the information, and give it to a supervisor. Who will then let it sit on their desk for a few weeks before it gets sent out to whoever is in charge. That person will then wait till he has a decent amount to send out, why waste a stamp on one or two. Right?

Then the information will be sent to the provider, who will shut it off within three to five days.

So, right around the time hell freezes over.

Lots of people who got phones were kids. Parents bought their own nice phones, then got the freebies for their kids. Of course who would want to PAY for something their kid is going to destroy, anyway?!

I should have waited to buy my iPhone until Obama starts handing them out. LOL.

this should be expected. anytime the govt offers something that is subsidized, it's going to get abused.

geez. that statement makes it sound like you used an understanding of economics and government intervention and came to a reasonable conclusion. that's not allowed in politics today.

here's a simple, yet logical example: if you place enough food in front of someone or a group of people and tell them that there's no charge for consuming the food that's placed in front of them, they're going to over eat, come back frequently and become reliant on stuff that other people are actually paying for while seeing no benefit from it.
