Why on earth would you switch to a gun that's even less effective at penetrating armor than 9mm is?

If you're going to switch for the purpose of defeating armor, you want to switch to a PDW caliber, like a 7.62 tok, 5.7x28mm or .22 TCM.

What if he is busy shooting you full of holes while you are discovering that your bullets dont work when you shoot him center mass? In a gunfight you may only get one shot.

Problem not solved.

Get serious. Very few people will not, at the very least, flinch if hit in the center of mass even with ballistic protection of some sort. Yes, they may get shots off but the accuracy will not be there if you are hitting center of mass.

Actually, with adrenaline flowing, you would not even feel the bullet hit at all. The LA bank robbers both took dozens of hits to their armor and continued to fight for about 40 minutes.

Most bullets have no blunt trauma effect whatsoever, i can show you video after video where this is shown to be the case. Hell, pistols are iffy stoppers even when the other guy ISN'T wearing a vest. The US Army in tests/studies determined that in order for significant blunt trauma to be inflicted it requires a floor level of about 2700fpe of energy....5 times that of a standard service caliber pistol. The energy delivered on target is no more than the energy you feel when the weapon recoils (equal and opposite reaction, and all that). A good vest with padding will deaden all that impact just as a shooting jacket with a padded shoulder does when you fire a high powered rifle or shotgun. Not to mention, with adrenaline flowing you don't really feel pain anyway.

I've shot a IIIA vest with a .500 S&W 350gr JHP magnum (among dozens of other calibers/bullet types), it barely even moves the vest. Now a 3" 12ga slug....another story entirely. o.O I have all the tests on video if you'd like a link.

So you're saying that I inflict more damage with my fist than I would with a 9mm bullet? I find that more than a little difficult to believe. Granted, I study a very hand oriented martial art, but I'm not that good and I definitely move people larger than myself with most shots.

That's with the weakest version of the 28gr OTM that you can buy. Elite S4M fires the same bullet over 400fps faster. I've shot S4M through 49 layers of kevlar and 2 ballistic rated stab protectors. On video.
