It seems a lot more expensive than conventional ammo to me. Can it be reloaded? Does it have stupid lead free primers loaded into it?

I am skeptical.

Non-reloadable according to the article.

Don't know about the primers.

The cost would keep me from ever buying it, shouldn't plastic be cheaper than brass?
When I bought that PCA ammo years ago, I know it was less than $2.00 a box when IIRC the Win Q ammo was about $2.95.

For throw away ammo, I'd stick to one of the cheap commie brands over this stuff.

Like any new product, the initial price is likely to be higher in an effort to offset the R&D costs, but as demand increases, prices would likely come down.

It looks interesting, and if the price is right it might be a contender for target ammo. At least until it establishes a good track record.
