Delaware: Governor Jack Markell Signs into Law Measure Attacking Law-Abiding Gun Owners
Last week, Senate Bill 16 was signed into law by Governor Jack Markell (D). Sponsored by Senator Margaret Rose Henry (D-2), Senate Bill 16 imposes onerous requirements on innocent victims of crime, merely because they are gun owners. SB 16 requires a gun owner to notify law enforcement if a firearm was stolen or lost within an arbitrary time period, and carries severe penalties and fines for violations. This legislation is highly discriminatory, an excessive waste of taxpayer funds and law enforcement resources, will not impact crime and is opposed by the NRA. This legislation went into effect immediately upon the Governor’s signature on June 12.

New Mexico: Santa Fe City Council to Vote on Banning Standard Capacity Magazines on Wednesday
Next Wednesday, June 26, the Santa Fe City Council is scheduled to hold a public hearing and vote on Bill No. 2013-27, which would outlaw the future possession, sale or transfer of standard capacity magazines that are compatible with commonly-owned self-defense pistols and rifles used by recreational and competitive shooters.

Hawaii: Honolulu City Council Adopts Resolution To Ease Permitting and Registration Process
Resolution 13-74 CD1, introduced by council members Ron Menor and Kymberly Pine, was adopted unanimously by the Honolulu City Council on June 5. Resolution 13-74 will aid the Honolulu Police Department as well as law-abiding gun owners by paving the way for the HPD to open new locations for permitting and registration at the Kapolei and Kaneohe Police Stations.

Jewelry store owner kills armed robber, The Star-Ledger, Newark, N.J. 06/17/13
An armed robber entered the Top Dollar jewelry store in Newark, N.J., threatened to shoot the people inside, and demanded that the owner fill a bag with valuables. The owner complied with the criminal, placing merchandise into a bag, but then drew a gun and shot the robber. Upon being shot, the thief fled the store, but succumbed to his wounds a short time later. No charges have been filed against the store owner.

Maine Legislature passes bill burdening private transfers
In a surprise vote Wednesday, the Maine Senate passed a bill that creates civil penalties for those who sell guns in private sales to people who are prohibited from having them.The legislation imposes a civil fine of $500 if a gun seller does not perform a background check and the buyer is later discovered to be a prohibited person.
