I will say I have seen at least one person who I believe is clearly an illegal in Wilmington that operates with impugnity on a regular basis that pisses me off. Right when you get off I think exit 7A I think where the big church is that you can see from 95 south when you hit the stop light right off the exit between 9-5 on any given day there is some guy out there standing in front of a "$500 fine for panhandling" sign there selling flowers for cash out of a cardboard box and holding up traffic. The guy barely speaks English, obviously be has no business license, no permit, he's always interfering with traffic at the stop light, there's no chance in hell he's paying taxes. He's obviously hurting the honest floral business people who do operate above board all over town which actually do pay taxes, provide healthcare and a decent wage (all of the things the liberals claim to actually want for "the poor" mind you). Somehow I'm betting if you offered him a real job at a florist and he had to pay taxes and be provided with healthcare instead of being dumped on the doorstep of the local hospital...... The idea of wiring home half sized remittance money orders that job would be a hell of a lot less appealing.

What he's doing is one click above pan handling in addition to still being illegal and the police totally don't care. In fact I see card tables in black ghetto areas all the time in Wilmington either selling stolen or counterfeit goods and again police do nothing. It's even more enraging to see it on a regular basis (it's on the way for me to get to the Asian grocery store my wife buys herbs and things Super G doesn't sell). In theory I hate the idea of having a business license and things of that nature but if you go that route you can't have the selective enforcement that goes on now. I know damn well that if I went out there and setup a card table or held up traffic selling flowers between the cars like they do within an hour a cop would be stopping by asking where my permit to operate is and telling me to take a hike.

The pie salesmen on Broad during the summer in Philly piss me off for the same reason.

All of the pan handlers hit the white neighborhoods, where the saps with jobs live. Drive by Routes 40 and 896, on a sunny day. The panhandlers are all but fighting over the 4 corners of that intersection.

Consider the number of stories that have come out in the past few years about kids' "lemonade" stands that have been shut down by authorities for not having a license, or some other such nonsense. Just about a month ago, some teens got shot down going door to door to shovel snow, because they were "soliciting".

Then there's the people that hang out on the steps of the Lincoln Memorial in DC and other places around the national mall collecting for dubious charities. They target the busloads of high school kids on field trips.

Since I'm a big DIYer at home I stop by Home Depot on Naamans Rd constantly on the weekends and occasionally during the week. For the past YEAR there has been a white lady in her 30s standing out front of a nice apartment complex adjacent to the store with a cardboard sign saying that she's a single mom with 3 kids and will take whatever money people are willing to give. I know damn well she's going back to that apartment complex after every shift. She somehow also has the money to not wear ragged clothes and have her hair permed. She's also only out there on the days when it's not too cold, too hot or raining Rolleyes. There isn't a snowballs chance in hell that in a month of standing there with the number of contractors going in and out of there that someone hasn't offered her a job answering phones or whatever. SHE'S A TOTAL FRAUD. I've been considering calling WPVI on her.

The first time I passed her I offered her a sandwich I had that I knew I wasn't going to eat I had for lunch after stopping by the Home Depot on my way home from work. She didn't want the food, just money of course. The last two times I've driven past her on the weekends I've found she provides a convenient trash receptacle that she brings to my window for whatever happens to be in my reach in my truck for her change cup as the light changes. She's a true scumbag.

I frequent the same Home Depot and I've seen that lady out there too. In fact that there's an older dude who occupies the same spot when she's not around claiming to be a veteran who's down on his luck. I'm sure it's just a coincidence that the HD parking lot happens to be shared with Total Wine. If you look closely they both stand directly in front of a "No Soliciting" sign. Since that's private property I doubt there's much the cops can do unless the owners start complaining.
Ammunition, it's the new lead bullion. Buy it cheap and stack it deep.

I've seen the man before too but I have not seen him exhibit the fair weather begging pattern that the woman has done so I can't say without a doubt he's a fraud like she is which is why I didn't mention him but more than likely he is probably a fake too probably is too. I just haven't has enough interactions with him to know for sure, but at least he looks the part.
