Question About Type of "Gun"

Yesterday my neighbor told me that about 3:30 AM Sunday two teens were outside his property. When he turned on his porch light, one teen had a "gun" and shot his light out. The teen then shot out the alley light and ran. He told me he had the "bullet." I asked him to show it to me, and it was a .25 ACP round - not just the bullet, but the entire round. My neighbor described the sound the "gun" made: he heard a high-pitched sound and then a snap or pop before the projectile flew.

He did call the police, but they did not come. I told him to take the "evidence" to the police, along with the cracked light cover.

What type of weapon is this?

There is not one part of the neighbors story that seems believable to me, even for Philly. I know it sometimes takes a lot to get PPD to show up, but isn't shots fired at a house right up there near the top? Especially at 3:30 am on a Sunday?

I don't get where the whole unfired round came from....

I an gonna agree. A .25 is not the easiest round to hit anything with. And considering the guy had a whole round.

I kept asking my neighbor to describe the gun and he said it was about 8 inches long. At first I thought the teens were shooting BB guns from his description of the noise the gun made.

Is it possible that the gun is a handmade contraption that can shoot any projectile? If it is so, then it was accurate.

I suppose it could have been some type of air powered slingshot but that doesn't explain the complete .25 acp round.

I had thought, as I wrote above, that it was an air-powered weapon. I also thought that the teens were using the .25 round as the projectile.

Regarding calling the cops and not coming, it could have been the words my neighbor used when he called them. I instructed my neighbor to say "I was shot at" the next time he called 911.

It would be awful damn stupid to use a complete round as a projectile but you are talking about teenagers. I still don't know of any type of air powered anything that is as accurate as you describe though.
