Seems like you can only give out very limited rep. How many reps can we give a day?

I can think of one way to find out, keep a tally sheet handy and tell us when you get cut off.
I would guess that after 24 hours you can start handing it out again.

I have another rep question;
Where can you see who gave you rep and any associated comments?

Seems like I just started handin them out yesterday and it was telling me I hit my limit... But a got some more today to give out :-)

It is set to 10 reps per day for members and 20 per day for VIPs. I can adjust if you guys see the need?

Click on your rep number on the right side of one of your posts is one way. In your user cp is another.

When I click on other users' rep # in the upper right of their posts I can see the rep comments which other users have given that person. That's different from the rep system on the vbulletin forum I have been accustomed to visiting most often. Is it supposed to be that way?

Oh, also, what's the purpose of Neutral rep?
I am not a lawyer.

I also don't think you have to wait to give rep to a person even if you just gave them some. Another difference.
Everytime we look the other way when someone else loses rights we disagree with, we make it easier to lose the rights we support.

I guess neutral rep is for a comment or suggestion where pos or neg isn't needed or warranted.

I've noticed in my rep comments that most were attached to specific posts and one wasn't, but the comment left appeared to be pointing to a post that I will never know unless I ask the person who left it, camper. What's that about?
