I wouldn't call it "intentional", but refusing/ignoring 16 requests for a doctor seems like it could pretty easily be defined as "willful negligence".
Compartment syndrome is no laughing matter and sepsis is life threatenng. She's lucky she only lost an arm, if you want to call that lucky.
